Created by the Heritage Foundation, this guide and field manual aim to assist Trump and his Republican associates in pursuing their political goals. The plan outlines their intended actions and the methodology for a coordinated takeover of the U.S., spanning all three branches of government and the military.
The cartoon illustrations I provide serve as key points that you can use to discuss the planned changes to our Democratic Republic with family, friends, and uninformed Americans who may be unaware of this proposed shift in governance. The text under each illustration provides additional details, though it does not offer a comprehensive view of each component in the presented plan. Part of my effort is to highlight the most significant elements of this 900+ page plan.
As soon as Trump is sworn into office in 2025
The Heritage Foundation is often considered a pseudo think tank, initially funded by the billionaire Koch Brothers, whose father was a charter member of the far-right John Birch Society. Today, the State Policy Network (SPN) acts as a front group, shielding this collection of far-right billionaires and corporations from public scrutiny.

By design the 2025 Plan launches into action the day Trump is sworn into the Presidency. It re-activates a Trump Executive Order known as “Schedule F” to identify and fire identified employees with policy decision authority. Biden rescinded the order within days of assuming his Presidency, but Trump will bat it back over the net the day he returns to office. The 2025 Plan calls on only firing 50,000 Federal employees it also provides for a list of fully vetted loyal fascist. Minions ready to come to Washington, D.C. and backfill all those positions within weeks of Trump’s return to office.
The 2025 Plan places significant emphasis on the concept of the Unitary Executive, which asserts extensive authority for the President, making all branches of government subservient to Trump’s wishes. A compliant legislative branch, essentially a rubber stamp, is a characteristic of authoritarian regimes throughout history. While seeking to present a facade of legality and democratic process, it effectively renders the legislative branch powerless in lawmaking.
The Supreme Court will drive the Theist Government
The SCOTUS is anticipated to wield the gavel like a sledgehammer, aiming to dismantle government structures. Notably, they have been progressing towards diminishing autonomy for women, advocating for unrestricted gun rights, and reducing regulatory oversight in areas such as the environment, education, and health.
Their approach hinges on the belief that if a concept did not exist in 1790, any law, regulation, or associated agency is now deemed unconstitutional. This, coupled with a compliant Congress likely to cut funding for social programs like Social Security and Medicare, could propel the nation back to a vision reminiscent of 1921 under a framework of Christian Nationalist Theism.
Converting our Military into one loyal to Trump
I have written extensively on Trump’s likelihood of declaring a National State of Emergency, which I felt he would activate in the course of the 1/6 Insurrection. He can also employ the Presidential Emergency Action Documents (PEADs) to prohibit protest gatherings, arrest American citizens people as enemies of the state, and gag freedom of the press.
Declaring a State of Emergency and invoking invoked the Insurrection Act of 1807 would allow Trump to have the military enforce marshall law against protest violating First Amendment rights to peacefully gather.
Additional plans would remove field grade officers who do not pass muster in “loyalty” to Rump The refusal of Rep. Senator Tuberville to “freeze” the promotion of senior officers is a clear preview of what will come as of January 2025.
Red is the new Brown - the resurgence of Trump’s paramilitaries.
Trump will likely unleash his paramilitary supporters to extend and or increase his control over America. They will serve as organic “police” forces to augment military and local police in suppression of anyone who appears to lack cooperative support for Trump’s rule.
The End of the Press and Free Speech; The Ministry of Truth Made Real
Success of all the actions called for in the 2025 Plan will be signal the arrival of full blown Fascist America. It proves that Nazi inspired Oligarchs, spending billions since WWII on groups like the John Birch Society, the Young Republicans, or The Tea Party as well as even more on pseudo think tanks like CATO and the Heritage Foundation have proven a fantastic investment in taking over the entire government of the U.S.
